Dear Partner,
A famous radio speaker was urging his committee to move out by faith and launch a great evangelistic outreach. “But,” said the treasurer, “We can’t do it. We don’t have the money.” Pastor Richards responded, “We need to demonstrate that we have faith, and go ahead before the money comes.” The treasurer protested, “But I do have faith, it’s just that you’ve got to have the money in the bank!” 
Later on H.M.S. Richards commented, “Anyone can have faith when he’s got the money already in the bank. Real faith is trusting God to supply your needs when you don’t have the money in the bank.” To that I say, “AMEN!” What about you, dear friend? Was Pastor Richards right? Or presumptuous?
I believe that we should act wisely and responsibly. I also believe that God usually doesn’t supply us with the money until He sees that we have faith, and are acting on that faith.
Now, let me make a few facts as plain as I can. The Carter Report has been given a mission from God, and as I write we don’t have the money in the bank to meet all these needs that the Lord has set before us. But, I believe that as we move out by faith, He will supply your needs, and our needs, so we can do what He has told us to do. Remember, the children of Israel had to move out by faith and get their feet wet before God opened up the Red Sea. I believe the Lord is waiting to work miracles for us, but is looking to see if we have faith.
Right now, we really need some major miracles.
We need a miracle for INDIA. My son David is over there as I write, organizing two campaigns in two cities. The people of India, a land held steadfast in the grip of hideous pagan gods, desperately need the pure Gospel of Christ. We need to find $500,000.00 for two Indian campaigns. We are moving out by faith, believing that the money will come. God wants to use you and me as channels of His blessings.
We need a miracle for UKRAINE. We have been invited to conduct meetings in Kiev, capital of that nation. When we preached the Word of the Lord over there some time ago, thousands were turned to Jesus and 3,530 precious souls were baptized. We need to accept the challenge of proclaiming Christ in that great center of influence because doors are closing. Jesus said, “Work while it is day, because the night is coming when no man can work.”
We won’t have the money in the bank until we move out by faith. We all know the old saying, “Seeing is believing.” Jesus turned that one on its head when he said, “Believing is seeing.” Remember His words, “Did I not tell you that if you believed you would see the glory of God?” 
So, with God, belief comes first, and then what we need comes next. “Believing is seeing.”
I am asking you, in Christ’s name, to be my faith partner. Please walk out with me into the water and watch the Red Sea open up. Please by faith give a gift that will work a miracle in the life of some lost soul. Please help me raise $500,000.00 before the end of this month, before May 31.
Jesus also said, “With God all things are possible to him who believes.”
